Biography:

Theodore Chadjipantelis is a Professor at the Department of Political Science in Aristotle University of Thessaloniki from its establishment (2001). He works in Aristotle University since 1981. He graduated from the Department of Mathematics and received his PhD for the Department of Statistics and Operational Research. He taught in the Department of Mathematics (1981-1990), in the department of Education (1990-2001) as well as in the University of Thessaly (1994-1995) and the Hellenic Open University (2008, 2010-13).

He has been elected vice head of the Department of Education (1995-97) and head of the Department (1997-2001), vice head in the Political Science Dept. (2004-06) and head (2006-09). Since April 2010 he is Board Member of “Information Society SA” and since 2011 he is President of the Managing Committee at the University of Western Macedonia.

He is a member of the Special Scientific Committee of the Ministry of Interior Decentralization and E-government for the new architecture of Administration and Regional Administration as well as the Special Committee for the electoral law.

He has been member of the National Committee for Administrative Reform of the Ministry of Interior, Public Administration and Decentralization (as a representative of Aristotle University). He is also a member of the scientific Committee of the “Institute of Local Government” (Κ.Ε.Δ.Κ.Ε-Τ.Ε.Δ.Κ.Ν.Α.).

He has been President at the Central Macedonia branch of the Hellenic Mathematics Society, member of the board in Hellenic Statistical Institute (1994-2006) and he is also a member of the Managing Committee at the Greek branch of Association of Balkan Statisticians since 1997

He has also been adjunct manager of the Project “Career Services Office” at Aristotle University (2000-2001), member of the board in the Educational Research Centre (2000-2004), representative of the Hellenic Ministry of Education in EUROSTAT and national representative at FP6 Initiative 7 (Citizens and Governance in Knowledge Society).

He is member of the Committee for Control of Public surveys (established following agreement of the Committee with the Ministry of Media)

He has published more than 100 papers in scientific journals and conference proceedings in Greece and abroad relating to Electoral Analysis, Public Opinion analysis, laboratory planning, Applied Statistics, Civil and Regional Planning.

He participated in the world Statisticians delegation who visited China in October 1997 in the framework of the Program “Citizen Ambassador Program of People to People International”. The Program aim was to study the necessary adjustments for China integration in a unified statistical framework as regards to the official state statistics, the education in statistics and the operational training on the use of statistical data and packages. In that framework a sequence of cooperation initiatives have been implemented with public and non public organizations.

In the framework of teachers’ vocational training he was head of the project: “academic upgrade of teachers in primary education” for the prefectures of Thessaloniki, Imathia, Pella, Chalkidiki, Pieria, Serres and Kilkis in 1998-2001. This program is included in the relevant national project and regards the academic coincidence of approx. 2500 (12000 at country level) primary school teachers.

He is responsible for vocational training of the Political Science Department and the program: “Innovation and entrepreneurship”.

He is administrator of the Hellenic section of the CSS (COMPARATIVE CANDIDATES SURVEY) Program which is a cooperation of 30 research units. He represents Greece in the COST action with title “The True European Voter: A Strategy For Analysing the Prospects of European Electoral Democracy That Includes the West, the South and the East of the Continent (TEV) (ISCH Action IS0806) approved in November 2008. He is member of the Management Committee of the COST Action: ISCH Action IS0806 The True European Voter: A Strategy For Analysing the Prospects of European Electoral Democracy That Includes the West, the South and the East of the Continent (TEV) including 30 countries. This Action is about identification and analysis for the history, methods and data for elections and electoral behaviour research.

He is involved in the PIREDEU Program (European University of Rome) working in analysis of the recent European elections as regards to the parties, the public opinion and candidates.

He is responsible of the Greek helpmevote VAA (http://helpmevote.gr). The current electronic platform is a common initiative of the Applied Political Research Lab (Dept. of Political Science, AUTH) and the e-Democracy Centre of the Aarau e-Democracy Centre (ZDA) in Zurich University. Development and technical support have been done by Pit Solutions. This is an independent research initiative.

He participated in more than 100 conferences in Greece and abroad (in many of them as member of the scientific Committee. He participated in many research projects. Selected Research Projects in which he has participated in the last 10 years.

Planning, organization and implementation of a special training program for academic and business upgrade of primary school teachers. The project involves planning and implementation of a supplementary training program for primary school teachers in Central Macedonia (Ministry of Education (1/5/1997-31/12/2000, 1.468.986.000 GRD)

The young man after its military service: Problems of integration at the social environment with main orientation to the working market. The aim of this research project was to identify and analyse the problems faced by a young man during his integration to the working market after his military service, to plan exploitation and integration of his capabilities and capacities during his military service in order to support his business future. Local governments at the 21st century: Contemporary problems and perspectives. The project includes the analysis of factors affecting the behaviour of people as regards to local governments. We also studied the opinion of employees in local governments organisations (municipalities, prefectures) and the elected representatives to those issues (Research manager: Th. Chadjipantelis, Prof. in AUTH) (KEDKE, 1/6/2001-31/12/2003, 240652,00)

Aristotle University Observatory: This project identified the student info for the period 1985-1996. It is a descriptive study for the complete student population as regards to gender, way of entrance and their experiences within the university. There were also indicative opinion studies for the Aristotle University students aiming to evaluate their life in the university (Research manager: Th. Evaluation of social services in Municipality of Sykies: The case of nursery schools. This is a census study involving parents of infants enrolled in the nursery schools of the municipality of Sykies as regards to their operation and satisfaction factors. Furthermore there was identification of the nursery schools’ workers based on focus groups (Research manager: Th. Chadjipantelis, Prof. in AUTH) (Nursery schools in the municipality of Sykies (1/5/2005-31/8/2005, 3781,00)

System for Identification and evaluation of tertiary education: This project defined identification indicators and an online monitoring system for them. A pilot application done for the University of Thessaly (Research manager: Th. Chadjipantelis, Prof. in AUTH)

Technology Forecasting in Central Macedonia: Th. Chadjipandelis was responsible for the human resources dimension. The aim was identification of the status in human resources and the main trends in specialization, employment and training of human resources. The main dimension was emerging of the issues expected to mainly interest the local market in the next decade. (ERDF Innovative Actions).

Citizens and civil nuisances: The project presented the results of indicative research regarding the citizens’ opinion for civil nuisances at the extensive Civil area of Thessaloniki (Research manager: Th. Chadjipantelis, Prof. in AUTH) (Technical Chamber of Greece/ Central Macedonia branch, 8/2/2006-31/8/2006, 12605,04)

Th Chadjipantelis was the scientific responsible for the Greek part of the “EarlyStatistics” project (http://earlystatistics.net), which awarded as the 2009 Best Cooperative Project Award in Statistical Literacy. This award is provided every 2 years as recognition to projects of statistical interest which are exceptional, innovative, affect a large part of population and are a result of cooperation between various institutions (statistical authorities, schools, scientific units, universities, etc.). The project regards preparation of training material for teaching statistics using new technologies from distance.

Electronic voting application (http://helpmevote.gr). Helpmevote is an digital application which allows voters to compare their opinion into various issues of politics and current broad interest with the relevant opinion of candidates and political parties. There are many existing relevant experiments (usually called VAAs - Voting Advice Applications) in USA and Europe. Our research team has applied the current digital application in the national elections in UK (6th May 2010 -http://www.ukelections2010.org) and the presidential elections in Brazil (3rd October 2010, http://www.meuvoto2010.org/). The electronic voting counsellor has been firstly applied in Greece in the recent local government elections and was used by more than 30,000 citizens until the end of the elections 1st round.
